Expands WV Invests Grant Program eligibility to include 11th and 12th grade students enrolled in dual-enrollment programs, removing the requirement to be at least 18 years old or have completed high school

Modifies the Higher Education Grant Program to allow high school juniors and seniors to qualify for grants for dual enrollment purposes without possessing a high school diploma, provided they are in good academic standing and on track to graduate

Extends the Higher Education Adult Part-Time Student (HEAPS) grant program to eligible 11th and 12th graders enrolled in postsecondary certificate, industry-recognized credential, or skill development programs

Requires the Higher Education Policy Commission and Council for Community and Technical College Education to develop rules for implementing high school dual-enrollment provisions in coordination with the State Board of Education

Maintains existing eligibility requirements including U.S. citizenship, one-year West Virginia residency, FAFSA completion, and minimum 2.0 GPA for grant renewal
