Authorizes the West Virginia Commissioner of Agriculture to transfer state-owned agricultural land to other public bodies under the intergovernmental transfer provisions of §1-5-1 through §1-5-5 of state code

Clarifies that all funds collected from land leases, mineral rights, asset sales, and other sources under this article must be deposited into the Department of Agriculture's special revenue account, regardless of other code provisions

Permits excess funds exceeding $1 million at fiscal year end to be transferred to the Department of Agriculture Capital Improvements Fund

Makes minor technical corrections, replacing "is authorized and empowered to" with "may" and updating "such" to "the" for modern statutory language
