Authorizes retail liquor licensees in West Virginia to act as wholesalers of ready-to-drink, low-proof distilled alcohol products (0.05% to 15.5% ABV in containers up to 16 fluid ounces) to Class A and Class B retailers

Caps the maximum wholesale markup at 22 percent for sales of these products from retail liquor licensees to Class A and Class B retailers

Establishes a $250 annual license fee for retail liquor licensees to wholesale ready-to-drink low-proof products, with an additional $250 annual fee for those opting to provide delivery services

Permits delivery services only for orders of 25 or more cases, with deliveries to be conducted consistent with commissioner rules

Grants the Commissioner authority to propose rules for legislative approval to implement the new article
