Creates the West Virginia Task Force on Election Integrity within the Office of the Secretary of State, subject to the Governor's authority

Task force membership includes 14 members: the Attorney General, Department of Homeland Security designee, Chief Information Officer, WV Fusion Center representative, two county clerks, four citizen members, one cybersecurity industry representative, and two non-voting legislative members

Charges the task force with investigating secure vote tabulation methods, including researching the feasibility of hand counting hand-marked paper ballots at the precinct level

Requires investigation of cybersecurity risks including wireless connectivity vulnerabilities, foreign-controlled hardware/software components, ballot harvesting, algorithmic vote manipulation, and electronic tabulation security

Task force must hold its first meeting within 90 days of enactment, submit interim reports at six months, annual reports by July 1, 2027 and July 1, 2028, and terminates July 1, 2028 unless extended by the Governor
