Rate reviews must consider provider cost data, workforce costs, service utilization trends, geographic and rural delivery factors, patient acuity, inflationary pressures, and regional or national benchmarks

Mandates stakeholder engagement in the rate review process, including providers, managed care organizations, and consumer representatives

Requires the Bureau to publish rate study findings, methodology summaries, and factors considered in rate adjustments

Annual report due to the Legislative Oversight Commission on Health and Human Resources Accountability before the 2027 legislative session, covering current rates, utilization trends, access indicators, and stakeholder input
