Prohibits cemetery operators from abandoning cemeteries without lawful transfer or court-approved receivership, with "continuing operators" remaining liable for unmet obligations even after dissolution or insolvency

Requires multi-cemetery operators to maintain performance bonds sufficient to cover ongoing care and closure obligations, with bond proceeds available for stabilization and maintenance

Establishes a Cemetery Preservation and Emergency Response Fund funded by fees, civil penalties, residual trust funds, and appropriations to protect abandoned or endangered burial grounds

Grants the Attorney General authority to petition for receivership of failed cemeteries, enter abandoned cemeteries for protective purposes, and propose implementing rules; takes effect 90 days after passage
