Any reduction in state aid from the previous fiscal year must be appropriated to the West Virginia Department of Education to support the 10 lowest enrollment county school districts and extremely remote schools that have a maximum excess levy in effect.

Defines "extremely remote school" as a school located 20 miles or more by reasonable route from any existing public, charter, or private school established prior to 2024, serving a minimum of 20 students.

Funding distribution is calculated proportionally based on the number of kindergarten through grade 5 students in eligible low-enrollment districts and extremely remote schools.

Students enrolled in both a qualifying low-enrollment district and an extremely remote school are counted twice for distribution calculation purposes.

Only county school districts with a maximum excess levy in effect are eligible to receive funding under this provision.
