Establishes annual cost-of-living adjustments (COLA) for retirees under both the Public Employees Retirement System (PERS) and Teachers Retirement System (TRS) beginning July 1, 2026

Limits eligibility to annuitants who are at least 60 years of age and have been receiving retirement benefits for at least five years

Ties the COLA amount to the annual increase in the Consumer Price Index as published by the U.S. Department of Labor, Bureau of Labor Statistics

Provides the adjustment as a supplement to existing retirement allowances already being received by eligible retirees
