Creates a new adjunct teaching permit for individuals with at least four years of experience in a content area or a college degree in that field, allowing them to teach when no certified teacher is available for a vacant position, new program, or to supplement existing programs

Permits adjunct teachers to be employed part-time or full-time with negotiable compensation and benefits not required to follow standard teacher salary schedules or include retirement, health insurance, or other benefits unless agreed upon by both parties

Requires adjunct teachers to pass a criminal history check, have no felony convictions or sexual misconduct charges, complete training on bullying, child sexual abuse prevention, and suicide prevention within 90 days, and be assigned a teacher mentor for pedagogical support

Adjunct teaching permits are valid for one year and renewable based on satisfactory performance evaluations, but adjunct teachers are prohibited from providing special education instruction

County boards must report annually to the West Virginia Department of Education on adjunct teacher hires, including names, qualifications, subjects taught, compensation, and number of previous contracts, and must publicly post and announce vacant adjunct positions
