Expands West Virginia's Right to Farm Act to protect "agricultural residential land," defined as residentially-zoned property used for urban agriculture including beekeeping, home food production, and sale of non-hazardous foods

Preempts all county and municipal authority to regulate, prohibit, or require permits for managed bees, apiaries, and urban agriculture operations

Adds Tropilaelaps mites (Tropilaelaps clareae and Tropilaelaps mercedesae) to the statutory definition of honey bee pests subject to state regulation

Requires all fees collected from pollinator-themed special license plates to be deposited in the State Road Fund exclusively for highway beautification through planting pollinator-friendly flora

Raises the evidentiary standard for nuisance complaints against agricultural operations to "clear and convincing evidence" that actual physical damage has occurred or will occur
