Defines "abortifacient" as any chemical or drug prescribed or dispensed with intent to cause an abortion, and prohibits sending, mailing, prescribing, or disseminating such drugs to persons in West Virginia

Establishes felony penalties of 3-10 years imprisonment for non-medical professionals who violate the prohibition, while licensed medical professionals face mandatory license revocation through their licensing boards

Creates a civil cause of action allowing pregnant women or their family members to sue violators for $10,000 per abortion attempted, plus injunctive relief, outside the state's medical malpractice framework

Exempts pharmacies filling valid prescriptions from licensed in-state medical professionals and physicians performing legitimate medical procedures that unintentionally harm an unborn child

Requires all licensed medical professionals to complete 2 hours of continuing education on "dangers of the abortion pill" and "efficacy of abortion pill reversal" within one year of licensure and biennially thereafter for renewal
