Expands tuition and fee waivers at West Virginia state institutions of higher education to include veterans with 90% or greater service-connected disability (or individual unemployability rating) from injuries sustained since September 11, 2001

Extends tuition waivers to spouses and dependent children of disabled veterans meeting the 90% disability threshold

Provides tuition waivers for spouses and dependent children of military personnel who were killed in action, died while in service, are missing in action, or whose death was directly caused by service-connected illness or injury

Broadens existing waivers for National Guard and reserve members to remove the requirement that they must have been killed in the line of duty to qualify

Takes effect July 1, 2026, with governing boards required to promulgate rules for implementation
