Renames the West Virginia Advanced Energy and Economic Corridor Authority to the King Coal Highway Economic Advisory Board, covering McDowell, Mercer, Mingo, Wayne, and Wyoming counties.

Reduces board membership from 13 to 11 members, with representatives from each of the five county commissions plus six additional members appointed by majority vote with specific industry experience requirements.

Required appointed members must have at least seven years of executive experience in coal mining, oil and gas, electrical utilities, manufacturing (especially coal-based materials), production agriculture, or extensive historical knowledge of the region.

Shifts legislative focus from "widespread changes in national and global economies" to blaming "harmful federal environmental policies and regulations" for economic damages to the coal-dependent region.

Removes authority powers to acquire property, maintain sinking funds, accept federal grants directly, and enter contracts independently; refocuses duties on advisory functions, coordinating multi-county projects, and reducing regulatory obstacles to economic growth.
