Prohibits the manufacture, sale, offering for sale, or distribution of cultivated meat products within West Virginia

Violations constitute a misdemeanor punishable by a fine up to $500, jail confinement up to one year, or both

Authorizes the Secretary of Health to suspend operating permits of food establishments found to have violated the ban, with a required hearing process including 10 days written notice

Exempts federal, state, and local government entities, state higher education institutions, and their research partners from the prohibition for research purposes

Takes effect July 1, 2026, and automatically expires July 1, 2031 (five-year sunset provision)
