Establishes a pilot program beginning October 1, 2027, requiring child protective services workers in two counties to use mobile devices (computers or tablets) during child abuse and neglect investigations to create contemporaneous digital records

Mobile devices must have operating systems customized for child welfare casework, automatically upload data securely to department servers daily, and be interoperable with existing department programs for quality metrics extraction

Requires the mobile devices be used on at least 70% of cases in pilot counties during the study period

Pilot program runs for five years from full implementation, with the Department of Human Services selecting participating counties

Annual reports required to the Legislative Oversight Commission on Health and Human Resources Accountability beginning July 1, 2028, detailing program status and technology usage metrics
