Appropriates $1 million from the general fund to establish the program account, with interest earnings deposited back into the account

Requires Attorney General written certification of legality for all project transactions before any funds can be disbursed

Mandates annual reporting to the Joint Committee on Government and Finance by October 1 each year, detailing project amounts, recipients, and descriptions

Takes effect 90 days after passage and allows the program to accept gifts, grants, donations, and federal funds designated for coal marketing purposes
