Appropriates public money from the West Virginia State Treasury for fiscal year 2027 (July 1, 2026 through June 30, 2027) to fund state government operations

Allocates $6,652,206 to the Senate, $12,485,000 to the House of Delegates, and $12,393,207 for Joint Legislative Expenses from general revenue

Provides $174,529,140 to the Supreme Court for judicial operations, including $147,257,514 for personal services and employee benefits and $1,281,000 for the Judges' Retirement System

Authorizes department secretaries to transfer up to 5% of general revenue funds between agencies within their departments, with transfers to "Personal Services and Employee Benefits" restricted to funds from similar appropriation sources

Establishes definitions and spending classifications including personal services, employee benefits, BRIM premiums, current expenses, equipment, repairs and alterations, buildings, lands, and capital outlay
