Lowers the minimum age for carrying a concealed deadly weapon without a permit from 21 years old to 18 years old in West Virginia

Removes the existing list of exemptions that previously allowed 18-20 year olds to carry only in specific circumstances (on their own premises, while hunting, at target practice, or as law enforcement/military members)

Maintains all existing prohibitions on firearm possession, including for convicted felons, those with domestic violence convictions, persons adjudicated mentally incompetent, and illegal aliens

Penalties for unlawful concealed carry by those under 18 remain unchanged: first offense is a misdemeanor with fines of $100-$1,000 and up to 12 months jail; subsequent offenses are felonies with 1-5 years imprisonment and $1,000-$5,000 fines
