Creates an enhanced retirement benefit for West Virginia Public Employees Retirement Act members who are over age 77, retired before June 30, 2020, and have received benefits for at least 12 years

Increases qualifying retirants' monthly payments to a compounded 103 percent of their annual retirement payment calculated at age 65

Adds new section §5-10-22o to the West Virginia Code as a supplement to existing retirement allowances
