Requires coal plants to keep at least 30 days of on-site coal inventory and natural gas plants to maintain firm pipeline contracts sufficient for peak-demand delivery

Prohibits utilities from retiring or reducing capacity of any coal or natural gas facility without PSC approval, which can only be granted if an equal or greater in-state dispatchable replacement is already operational

Bars utilities from including new wind or solar projects in their rate base or seeking cost recovery for intermittent generation investments unless they prove no rate increases, no increased market reliance, and no reliability reduction

Conditions any utility rate increase requests on 12 months of full compliance with the utilization and fuel inventory requirements, effective July 1, 2026
