Counties may apply to the West Virginia Division of Highways (WVDOH) for exhaustive digital mapping of their back roads and secondary routes for tourism purposes

All mapped roads must be classified by surface type (paved, gravel/aggregate, or dirt/unimproved) and indicate whether high-clearance four-wheel-drive vehicles are required

WVDOH must create a publicly accessible interactive map that allows users to add notes, route recommendations, points of interest, and road condition updates, subject to county commission moderation

WVDOH must develop a mobile application in partnership with technology vendors through a request for proposals (RFP) process to help users navigate mapped routes

Funding comes from the WVDOH tourism and infrastructure budget with potential grant partnerships, and WVDOH must submit annual reports to the Legislature on county participation, app usage, and tourism impact
