Mandates review of specific topics including response times, open cases, placement data, cross-agency coordination issues, barriers to service delivery, and children placed out of county or state

Requires the Department of Human Services to provide annual training in each county on substantiation standards for child abuse and neglect, mandatory reporting obligations, and inter-agency coordination best practices

Each county office must prepare summary reports of monthly meetings documenting attendance, key issues discussed, action items, and follow-up responsibilities
