Requires the Bureau of Social Services to compile and file its complete policy manual as a legislative rule, including policies governing child protective services, foster care, youth services, licensing, and casework standards.

Mandates the bureau file the initial legislative rule with the Secretary of State's Office by July 1, 2026.

Requires all future amendments, supplements, and revisions to the policy manual be filed as legislative rules going forward.

Allows the bureau to issue internal guidance or emergency procedures for child safety, but any guidance in effect for more than 180 days must be incorporated into the formal legislative rule process.

Recommended for introduction by the Joint Committee on Children and Families.
