Imposes mandatory minimum jail sentences of 48 consecutive hours for aggravated offenses, with a third aggravated conviction within 10 years elevated to a felony punishable by 1-5 years in prison and up to $5,000 fine

Authorizes civil stop-arm camera enforcement with penalties of $500 for first offense, $1,000 for second, and $1,500 for third offense within five years, with vehicle registration suspension after three violations

Requires convicted offenders to complete a DMV-approved school bus safety course for license reinstatement and mandates courts notify the offender's auto insurer of the conviction
