Prohibits county boards and charter school governing boards from charging Hope Scholarship students any fees for extracurricular program-related services

Removes extracurricular activities and programs from the list of services public schools can invoice to Hope Scholarship accounts

Modifies academic assessment requirements for students in individualized instructional programs, allowing continued eligibility if a certified teacher's annual review shows improvement from the previous year's assessment

Public schools and districts still receive pro rata Hope Scholarship funds for services other than extracurricular programs based on percentage of instruction provided
