County school boards may elect to exempt themselves and all noncharter public schools under their jurisdiction from statutes and rules in the same manner currently allowed for public charter schools, effective July 1, 2027

County boards that elect this exemption must engage an external auditor to perform an independent financial audit once every three years, with results submitted to the state superintendent within nine months of fiscal year end

Administrator salaries are capped at 6% of the county's overall total annual budget

"Administrators" is defined broadly to include superintendents, assistant superintendents, principals, directors, supervisors, attorneys, business officials, and other personnel performing administrative duties
