Creates a fee-free emeritus license for physicians, podiatric physicians, and physician assistants who have fully retired from clinical practice in West Virginia after practicing for at least 10 years in the state

Requires applicants to have no pending investigations, no history of license revocation/suspension/surrender, and no active DEA registration

Emeritus license is purely honorific and does not authorize any clinical practice, cannot be used to obtain licensure in other states, and cannot be converted back to an active practice license

License remains valid for the holder's lifetime without renewal or continuing education requirements, unless revoked by the Board of Medicine

Until July 1, 2030, providers whose licenses expired before July 1, 2025 may also apply for emeritus status if they meet all other eligibility criteria
