Replaces "bona fide resident" with "legal resident" for voter eligibility, defining legal resident as a person domiciled in the state, county, or municipality with both physical presence and intent to remain

Establishes eight factors that may demonstrate domicile, including time spent in the jurisdiction, vehicle registration and driver's license addresses, property or income tax payments, and where state or federal benefits are received

Requires legal residency in West Virginia and the applicable county for voter registration eligibility, not just for voting

Considers whether a person intends to permanently return to a residence outside the jurisdiction as a factor in determining domicile status
