Creates a new criminal offense for engaging in "adult cabaret performance" on public property or in any location where a minor could view it

Defines "adult cabaret performance" as performances featuring topless dancers, go-go dancers, exotic dancers, strippers, or male/female impersonators providing entertainment that appeals to prurient interest

First offense is classified as a misdemeanor; second or subsequent offenses are felonies

Felony convictions carry penalties of up to $25,000 fine, up to 5 years imprisonment in a state correctional facility, or both

Preempts any local ordinances, regulations, or licenses previously adopted by political subdivisions related to such performances
