Prohibits West Virginia public schools and charter schools from teaching students to believe "divisive concepts" related to race and sex, including that one race/sex is inherently superior, that individuals are inherently racist/sexist by virtue of their race/sex, or that the United States is fundamentally racist or sexist

Defines prohibited concepts to include teaching that individuals bear responsibility for past actions of others of the same race/sex, that meritocracy or hard work ethic are racist/sexist, or that students should feel guilt or psychological distress based on their race or sex

Authorizes dismissal or non-reemployment of teachers who teach, instruct, or train students to believe any of the prohibited divisive concepts

Permits objective academic discussion of the defined divisive concepts as part of instruction, provided there is no endorsement of those concepts

Grants the West Virginia State Board of Education authority to promulgate rules for implementation and compliance monitoring, with an effective date of July 1, 2026
