Removes the Office of Inspector General from the Department of Health, establishing it as a fully separate and autonomous agency no longer requiring administrative support from the Department of Health

Grants the Inspector General explicit authority to conduct performance audits, financial audits, evaluations, and attestation engagements of the Department of Human Services, Department of Health, and Department of Health Facilities, including their independent contractors

Requires the Inspector General to submit detailed annual reports to the Legislative Oversight Commission on Health and Human Resources Accountability beginning July 1, 2027

Mandates that the three health-related departments respond to audit findings within 30 days of receipt

Requires the Inspector General to notify the appropriate prosecuting attorney and law enforcement agencies when there are reasonable grounds to believe a state criminal law has been violated
