Increases penalties for indecent exposure: first offense fines rise from $250 to $1,000, second offense fines from $1,000 to $5,000, and third offense fines from $3,000 to $7,500

Prohibits minors from attending any venue where obscene matter or sexually explicit conduct is displayed, with no parental exception for this specific prohibition (unlike alcohol-serving establishments)

Raises fines for contempt of court violations related to nuisance injunctions from $100-$1,000 to $1,000-$5,000, and increases the tax imposed on properties found to be nuisances from $300 to $1,000

Allows courts to award attorney's fees and costs to prevailing parties who bring suits to enjoin nuisances involving obscene or sexually explicit displays
