Mandates all conservation districts transfer ownership and sponsorship of flood control dams, channels, dikes, and levees to the West Virginia Conservation Agency by July 1, 2026

Requires conservation districts to also transfer all funds and accounts associated with flood control structures to the Conservation Agency by the same deadline

Authorizes the State Conservation Committee to construct, operate, improve, and maintain flood control dams and similar structures, and to contract with federal agencies, other states, and private entities for these purposes

Removes authority from local conservation districts to construct, operate, or maintain flood control structures and prohibits them from taking future ownership or sponsorship interests in such structures

Eliminates the ability of conservation districts to employ dam monitors, consolidating flood control infrastructure management at the state level
