Creates the Atmospheric Intervention Oversight and Public Safety Act, prohibiting all atmospheric modification activities within or above West Virginia, including stratospheric aerosol injection, cloud seeding, directed-energy heating, and frequency-based weather manipulation

Establishes civil penalties of $25,000-$50,000 per day for violations, with felony charges carrying fines up to $500,000 and 1-5 years imprisonment for knowing violations; federal or international violators face up to $1 million per day in civil penalties

Authorizes the Department of Environmental Protection to investigate complaints, collect samples, issue emergency cease-and-desist orders, and maintain a public database of all reports and investigations

Permits the Air National Guard, at the Governor's direction, to assist in monitoring, identifying, or intercepting aircraft suspected of unauthorized atmospheric modification

Creates the Atmospheric Oversight Fund to finance enforcement activities and authorizes the Governor to negotiate interstate compacts with other states to address cross-border atmospheric modification
