Expands the exemption for small storage devices (210 barrels or less) containing brine water or fluids from hydrocarbon activities to include transmission and storage operations, not just production, when located outside zones of critical concern

Creates a new exemption for storage devices of 210 barrels or less located within permitted coal mining sites that are outside zones of critical concern

Prohibits the secretary from requiring regulated tanks to be lifted, moved, or physically altered for visual leak detection programs unless there is a confirmed release

Reclassifies certain hydrocarbon production/storage tanks and roadway ice pretreatment tanks in zones of critical concern as level 2 regulated tanks, requiring only annual self-inspection and self-certification instead of third-party evaluation

Requires owners/operators of the reclassified tanks in zones of critical concern to perform and document secondary containment inspections at least once per month
