Requires assessors nominated to the Property Valuation Training and Procedures Commission to be in compliance with monitoring requirements approved by the commission before they can be nominated by the West Virginia Assessors Association

Establishes preference for assessors who hold designation, licensure, or certification through a licensing body or professional organization recognized by the Appraisal Foundation

Maintains existing commission structure of 12 members: State Tax Commissioner (chair), three county assessors, five citizens (including one certified appraiser), and two county commissioners

Preserves requirement that no more than seven commission members may belong to the same political party and limits representation to one member per county (except Tax Commissioner)

Removes obsolete transition language from original 1990 implementation while retaining four-year terms for appointed members
