Establishes the "Strategic and Critical Resources Act" designating dozens of minerals and materials as strategic resources, including lithium, uranium, cobalt, rare earth elements, and any materials on federal critical materials lists

Preempts counties and municipalities from enacting ordinances that prohibit, restrict, or regulate the extraction of strategic resources or the siting, construction, and operation of extraction facilities outside municipal or urban areas

Prohibits foreign adversaries or entities on federal restricted commerce/sanctions lists from acquiring, leasing, or holding ownership interests in land used for strategic resource extraction or operating such facilities

Preserves local authority over general business licenses, property taxation, utility rates, building codes, and municipal service fees

Directs the department to propose rules for legislative approval to implement the act, while clarifying that federal environmental, natural resource, and public health laws remain fully applicable
