Eliminates the 50% allocation to the Personal Income Tax Reduction Fund that was previously collected from data center tax increments

Maintains 10% distribution of the increment to all counties on a per capita basis according to the most recent census

Preserves 5% allocation each to the Economic Enhancement Grant Fund (Water Development Authority) and the Electric Grid Stabilization and Security Fund

Changes funding source for the Personal Income Tax Reduction Fund from the mandatory data center tax allocation to legislative appropriations and other laws
