Grants immunity to racing facilities and racetracks from nuisance, taking, or similar civil lawsuits brought by property owners who purchased or built in the area after the racetrack was established

Defines "area of the racing facility" as within a 10-mile radius of the racetrack property perimeter

Immunity applies regardless of changes to the facility's size, scope, configuration, technology, or type of racing, as long as changes are lawful

Preempts local governments from adopting ordinances that would restrict, limit, or prohibit racetrack operations in ways inconsistent with the act

Takes effect immediately upon passage
