Mandates the PSC consider specific factors when regulating electric utilities, including electricity affordability for residential and low-income customers, grid reliability and modernization, environmental protection, and economic development impacts

Establishes a two-year cooling-off period prohibiting PSC commissioners and employees from serving if they were previously employed by or derived economic benefit from entities under the commission's jurisdiction

Applies the West Virginia Code of Judicial Ethics to PSC commissioners due to the quasi-judicial nature of their duties

Repeals outdated code sections (§24-1-1a and §24-1-1b) related to 1980s-era reorganization plans and expands the commission's energy policy to include natural gas, wind, solar, nuclear, and geothermal resources
