Establishes civil penalties up to $25,000 per day for violations, with felony charges carrying fines up to $25,000 and 1-5 years imprisonment for knowing violations

Imposes a minimum $500,000 civil penalty for anyone who knowingly engages in geoengineering activities, with each day constituting a separate offense

Directs the department to notify federal agencies, foreign states, or international bodies that geoengineering activities cannot lawfully be conducted over the state
