Prohibits plaintiffs from bringing asbestos or silica lawsuits against manufacturers of coal mining equipment when the equipment was created to comply with Federal Mine Safety and Health Administration requirements

Establishes a statute of repose limiting such claims to 12 years from the date of first sale, lease, or delivery by the manufacturer, or 10 years from delivery to the initial user, whichever expires earlier

Creates an exception allowing claims beyond these time limits only if manufacturers expressly warranted the product for a longer period

Maintains existing provisions that separate nonmalignant conditions from cancer-related claims as distinct causes of action and prohibits damages for fear of future disease
