Prohibits West Virginia state agencies, political subdivisions, and their employees from enforcing federal orders, statutes, rules, or regulations related to coal, oil, gas, timber, or other extractive resources that do not exist under state law

Bars use of state assets or funds to assist federal agencies in enforcing or investigating federal natural resource regulations not mirrored in state law

Requires the Attorney General to legally challenge federal actions determined to infringe on the state's right to be free from federal commandeering of natural resources, including pursuing all available appeals

Mandates the Attorney General publish model policies by January 1, 2027, providing guidance to state and local agencies on resisting federal commandeering

Grants immunity from civil or criminal liability, termination, or decertification to state officers who refuse to enforce federal natural resource regulations deemed unconstitutional by the Attorney General, with reimbursement of attorney's fees if charged or terminated
