Creates a new criminal offense in West Virginia for recklessly causing or attempting to cause physical harm to a service animal assisting a person who is blind, deaf, hearing impaired, or has an ADA-defined disability

Prohibits taunting, tormenting, striking, injuring, or throwing objects at service animals, as well as interfering with or obstructing service animals in ways that inhibit the handler's control

Extends liability to a person's pets or other animals in their possession that cause harm to service animals

Violation constitutes a misdemeanor punishable by up to one year in jail, a fine up to $500, or both

Requires full restitution including the service animal's value, replacement and training costs, veterinary expenses, handler's medical expenses, and lost wages during any period without the service animal
