Authorizes the West Virginia Division of Highways Commissioner to use "general contractor/construction manager" contracting procedures for highway, bridge, building, and grounds projects in accordance with federal regulations (23 U.S.C. 112 and 23 CFR §635 Subpart E)

Renames the existing "Highway Design-Build Pilot Program" to "Highway Alternative Project Delivery Program" to reflect expanded procurement options

Exempts general contractor/construction manager agreements from traditional design-build bid requirements established elsewhere in the article

Grants the Commissioner authority to promulgate procedural rules governing conditions for entering agreements, preferred contract terms, and implementation guidelines

Expands the scope of design-build projects to include buildings and grounds in addition to highways and bridges
