Authorizes the Division of Highways (DOH) to provide full reimbursement for utility line relocations when utilities complete the physical relocation by the established deadline, regardless of prior rights

Requires DOH to notify utilities in writing of eligibility for full reimbursement, set the completion deadline, and explicitly advise that reimbursement will be provided at DOH project expense

Allows DOH to set additional requirements beyond the deadline that utilities must meet to qualify for full reimbursement

Aims to reduce highway construction project delays by incentivizing timely utility relocations from DOH rights-of-way
