Bans the use of applications, software, and artificial intelligence algorithms owned by entities located in foreign countries of concern by state agency personnel

Defines "foreign country of concern" using the federal designation of foreign adversaries under 15 C.F.R. § 791.4, which includes nations like China, Russia, Iran, and North Korea

Exempts law enforcement officers when using such applications for law enforcement purposes

Allows the Secretary of State to grant written waivers to officials, employees, or contractors for performance of their official duties
