Amends 21 sections of West Virginia Code relating to the Board of Veterinary Medicine, updating licensing requirements, scope of practice definitions, and regulatory procedures for veterinarians, veterinary technicians, and certified animal euthanasia technicians

Replaces "good moral character" requirements with criminal background checks and prohibits licensure for those convicted of crimes bearing "rational nexus" to veterinary practice or involving abuse, neglect, violence, or sexual offenses against humans or animals

Establishes new telehealth provisions including definitions for "telehealth services" and "interstate telehealth services," and creates registration categories for veterinary telehealth practitioners and veterinary facilities

Changes supervision terminology from "general supervision" to "direct supervision" (veterinarian on premises) and clarifies "indirect supervision" allows the veterinarian to be off-site but available for communication or providing telehealth services

Provides liability protection for veterinarians who provide emergency treatment to ill or injured animals when the owner cannot be reached, unless gross negligence is committed, and allows euthanasia when necessary to relieve pain and suffering
