Removes the requirement that home confinement officers must be certified as law-enforcement officers under §30-29-1 to participate in the West Virginia Emergency Medical Services Retirement System.

Extends the effective date for mandatory membership of newly hired home confinement officers from July 1, 2025, to October 1, 2025.

Moves the election deadline for existing home confinement officers to transfer into the EMS Retirement System from August 29, 2025, to November 29, 2025.

Updates calculation reference dates throughout the asset transfer provisions from July 1, 2025, to October 1, 2025, for computing funded percentages and actuarial accrued liabilities.
