Requires the Division of Motor Vehicles (rather than Division of Corrections and Rehabilitation) to issue identification cards to eligible inmates no later than seven days before their release, at no cost

The issued identification card has the same legal validity as a standard DMV-issued identification card

Division of Corrections and Rehabilitation must assist inmates during the six months before release to obtain birth certificates, Social Security cards, and state-issued IDs or driver's licenses

Inmates are ineligible if they already possess a valid West Virginia ID or driver's license expiring more than 30 days after release, or if they are not U.S. citizens

Cards issued under this section cannot be used for federal REAL ID purposes, in compliance with the REAL ID Act of 2005
